JOB DESCRIPTION

Responsibilities

  • In coordination with program staff, develops and maintains CDF’s monitoring and evaluation standards.
  • Provides technical expertise to projects – provides hands on support with concrete ideas and recommendations for integrating M&E. This TA includes but is not limited to:
    • Building partner M&E capacity,
    • Supporting the recruitment and selection of qualified local M&E staff,
    • Support the local M&E onboarding process,
    • Collaborate with local M&E staff to develop tools and set up appropriate systems,
    • Providing quality control on draft and final reports,
    • Mining data within and across programs for relevant results.
  • Collaborates with other CDF Canada specialists to develop plain language guidelines, subject guides, training materials and tools/solutions that are innovative and in line with organization’s strategy.
  • Leads organization wide support for M&E, by identifying gaps and strategies to address them, to increase effectiveness of M&E tools in programming.
  • Builds capacity of programming staff through leading learning opportunities to improve application of tools and processes and updates of evolutionary thinking around M&E.
  • Supports responses to RFP or sole-source processes (bids) to expand project portfolio and sources of revenue.
  • Provides support to intern, volunteer and consultant recruitment and orientation to ensure effective and consistent delivery of technical assistance overseas.
  • Represents M&E and the co-operative model at domestic and international events, forums and conferences.

JOB REQUIREMENT

  • Five+ years in implementation of M & E in programs and projects. Strong program/project management experience. International work experience.
  • University degree in a relevant field and/or accreditation and/or equivalent experience
  • Proficiency in other languages (French, Spanish) an asset.

Skills and Knowledge

  • Superior knowledge of M&E methodologies, theory, and practice.
  • Demonstrated experience applying M&E in practice, both quantitative and qualitative data collection and analysis methodologies.
  • Experience mainstreaming M&E and managing organizational change thereof.
  • Proven experience with training and facilitation.
  • Demonstrated knowledge of international development, project management, results-based management (RBM), financial M&E reporting and control, and a commitment to co-operative forms of enterprise (co-op model).

GENERAL ROLES AND RESPONSIBILITIES:

During his/her assignment he/she will undertake but not limited to the following tasks:

  • Attend construction meetings, if required
  • Confirm communication channels and procedures
  • Check & approve construction drawings consisting of: (i) layouts and longitudinal sections of water treatment plant components; (ii) typical drawings for (a) inspection and connection manholes for drainage, (b) bulk meters with manhole or other type of installation;
  • Ensure that drawings are in accordance with required national standards and norms; and propose amendments as required;
  • Prepare site visit reports outlining  observations  and deficiencies  in the work  and bring them to the attention of the contractor’s site representative;
  • Distribute site visit reports to the contractor and the project manager. Where the Owner  directly  retains  the  services  of  the  Engineer,  it  is  recommended  that  the Owner also be sent copies of the reports;
  • Conduct a final project review and advise the Client of continuing or newly observed defects or deficiencies in the project.
  • Inspect materials and equipment delivered to the site of the works and witness the testing of materials and equipment to be incorporated in the works a where necessary, at the manufacturer’s premises in Ethiopia. Monitor the  delivery  and secure storage of materials and equipment;
  • Supervise, inspect, measure and control the quality of the construction of works and the installation of equipment to ensure compliance with drawings and specifications;

JOB REQUIREMENT

He/She shall has M.Sc./PhD  in water supply/ sanitary/hydraulic  engineering  or related fields with at least 10/8 years practical experience in design and construction supervision of Drinking water treatment plant with knowledge of software related to the assignment. Minimum of three years’ experience, as water Treatment Engineer in project with similar nature and related complexity to the assignment is required

Monthly Salary:30,000 (Thirty thousand birr)

TARGET Technical Expert - Tigray


The TARGET Technical Expert (TTE) will be located at the Afar Regional 

Education Bureau (REB) to strengthen the delivery capacity of the regional

 bureau to proactively identify and prioritise, resolve key challenges of 

GEQIP-E/TARGET implementation.

The primary focus is to support the REB in strengthening school leadership 

through an outcomes-led delivery approach. As such the TTE will provide 

strategic capacity development through modelling good practice,

 coaching, mentoring and guiding GEQIP-E/TARGET implementers. 

The regional TTE will model and support a strong delivery approach 

in supporting the cascade of CPD for school leaders; strengthening 

strategic planning; enhancing effective data gathering and use for 

decision-making; aligning TARGET activities to the GEQIP-E annual plan; 

ensuring that information flow is useful and efficientS/he will work closely within the REB to align the new 

education sector priority of digitalizing the education system with TARGET 

priorities in line with the Ministry’s Digital Transformation of Education 

Sector Technology agenda. S/he will work closely with ministry and 

regional staff to support the delivery of a number of model interventions

 in the Afar region. The TTE will also act as a technical backstop to 

ensure the implementation of prioritised TARGET tasks and ensure 

that they develop this capacity in REB colleagues too. 

The TTE will collaborate with federal TTEs, the TARGET Task leads,

 MoE Delivery Team, and other internal and external stakeholders to

 ensure effective implementation of TARGET technical assistance in the region.
